Probably not an Ethereum network problem but rather something to do with how the owners of the addresses generated their wallets or keep their seed phrases and private keys. I don't think this is random
The hacker is likely to have landed on an old compromised machine that was used to store the seeds or even landed on seed phrases that can unlock multiple addresses that have some ETH in them.

I am now able to verify the second Bitcoin-signed message, and so I am removing the negative feedback, as there is no reason for me to doubt your account ownership anymore.
However, I think things would have been much different if the other comeback announcement you had made had contained such a Bitcoin-signed message.

It appears so. They let him deposit via fiat but won't let him withdraw via the same currency, which does not surprise me. BC.Game has been having fiat deposit and withdrawal issues with Indian users and took very many months after so many complaints to rectify the problem.

Even showcasing past transactions would really help since he has no reputation here. Maybe the way to go about this is for him to send the funds first if he is trading with a reputable forum member and then the member later completes the deal after confirming the transaction.
